In CoH3, you're not expected to roll out a single heavy Tank and completely dominate the battlefield like you could with a Tiger Ace back in CoH2. A single Anti-Tank infantry squad will not kill a Panther before they die themselves, unless they're in Green cover, and the PT is side/rear facing. It struggles against infantry (but not massively so) which it should do. If you use the Panther tank correctly - as an Anti-tank Tank - it's really effective and has very strong armour.
